Bill Moylan formed MTSICC after a 15 year career in Cyber Investigation at three of the top international Cyber Investigation consulting firms. Bill worked for seven years (2012-2019) at Kroll Cyber LLC as a Senior Director/Senior Vice President, helping to bring the firm out of chapter 11 in 2015 and rise to the very top of the Cyber Investigations industry. 

Prior to practicing in the private sector, Bill was the senior computer crime investigator and forensics expert for the Nassau County Police Department in New York. During his 26 year career in law enforcement, Bill spent 11 years as a uniformed officer and 15 years as a Detective. During his Detective assignment, Bill was detached for five years of full-time duty with the United States Secret Service/New York Electronic Crimes Task Force as a Group Leader for operations. Leading a Task Force initiative, Bill was a founding director of the Cyber Crime Center for education at John Jay College of Criminal Justice in New York City.

Bill was a member by invitation of the NIST Working Groups on digital evidence, computer forensics, network forensics and training for hi-technology investigators, meeting regularly at the NIST Gaithersburg, MD headquarters. The working groups produced seminal guidebooks published by NIST and NIJ to assist investigators in the pursuit of technology investigations.  Bill was also invited to participate in the European Union Falcone Project, a transnational law enforcement initiative to combat organized crime.

Bill has been active in the cyber investigations community for 25 years, including serving on the International Board of Directors of the High Technology Crime Investigators Association (HTCIA), and as a member and instructor for the International Association of Computer Investigative Specialists (IACIS).  He currently serves as a Vice President of the HTCIA NY/NJ chapter.

Bill holds a Masters degree in Cybercrime Investigation (Highest Honors) from University College Dublin, National University of Ireland
